Child Car Seat Laws in Japan for Tourist Rental Cars

Traveling through Japan with young children is an unforgettable experience, and renting a family minivan (like the Toyota Alphard) makes navigating the country incredibly easy. However, Japanese traffic laws regarding child safety are strictly enforced, and rental car agencies will outright refuse to hand over the keys if you do not have the proper restraints installed.

Before you arrive at the rental counter, you must understand the specific legal age, height, and weight requirements for child car seats (known as "Child Seats" / チャイルドシート in Japan) to ensure a smooth and legal road trip.

1. The Legal Requirement (Road Traffic Act Article 71-3)

Under Japanese law, any child under the age of 6 MUST be securely fastened in a designated child restraint system while riding in a vehicle. There are no exemptions for tourists, rental cars, or short trips.

If you are caught driving with a child under 6 without a proper car seat, you will be penalized with 1 point on your license. While the immediate financial fine is low, rental companies take this extremely seriously to avoid liability.

⚠️ The Rental Car Refusal Rule

If you show up to a Japanese rental car agency with a 4-year-old and you have not pre-booked or brought a child seat, they will legally refuse to rent you the vehicle. They cannot allow you to drive off the lot if it breaks the law.

2. The Three Types of Child Seats in Japan

Japan categorizes child restraints into three specific types based on age and weight. You must request the correct type from your rental agency.

If you are taking a standard city taxi from the airport or around Tokyo, the law exempts taxis from the child seat requirement. You can ride in a taxi with an infant on your lap. However, for highway buses and private rental cars, the law strictly applies.
