When booking a rental car in Japan, you will be bombarded with a confusing alphabet soup of insurance acronyms: CDW, NOC, and RAP. Japanese rental car insurance structures operate very differently from those in the US or Europe. Attempting to save a few dollars by declining coverage can result in catastrophic financial liability if you scratch a bumper in a narrow Kyoto alleyway.
To protect yourself from massive out-of-pocket expenses, you must understand exactly what the standard insurance covers, what the "deductible waiver" actually waives, and why the Non-Operation Charge (NOC) is the biggest trap for foreign tourists.
1. The Base Coverage (Standard Insurance)
By Japanese law, every rental car comes with a basic level of mandatory insurance included in the daily rental rate. This covers:
- Third-Party Bodily Injury: Unlimited coverage.
- Third-Party Property Damage: Usually unlimited, but you must pay a 50,000 JPY deductible (excess).
- Damage to the Rental Vehicle: Covered up to the vehicle's market value, but you must pay a 50,000 JPY to 100,000 JPY deductible.
This means if you cause an accident with the basic coverage, you will be forced to pay up to 150,000 JPY out of your own pocket immediately before the insurance kicks in.
2. The CDW (Collision Damage Waiver)
To eliminate those massive deductibles, you must purchase the CDW (Collision Damage Waiver / 免責補償制度). This usually costs between 1,100 JPY and 2,200 JPY per day.
If you purchase the CDW and you get into an accident, your financial liability for property damage and vehicle damage drops to 0 JPY. For tourists driving on the unfamiliar left side of the road, purchasing the CDW is absolutely mandatory for peace of mind.
⚠️ The NOC Trap
Many tourists assume the CDW covers everything. It does not. The CDW only covers the repair costs. It does not cover the NOC (Non-Operation Charge). If you damage the car, you must still pay the NOC, which compensates the rental agency for lost revenue while the car is in the shop.
3. Understanding the NOC (Non-Operation Charge)
The NOC is a strict, non-negotiable penalty fee applied anytime a car requires repairs or deep cleaning. The standard NOC rates across Japan are:

To avoid the NOC, you must purchase the highest tier of insurance, often called the NOC Support Plan, RAP (Rental Car Assistance Pack), or Full Cover. This costs an additional 500 to 1,000 JPY per day on top of the CDW, but it reduces your NOC liability to zero.
4. The Most Important Rule: The Police Certificate
There is one massive caveat to all Japanese rental car insurance: It is entirely voided if you do not obtain a Police Accident Certificate.
If you back into a pole in an empty parking lot, scratch the bumper, and simply drive back to the rental agency without calling the police (110) to report the accident at the scene, your CDW and NOC Support plans are invalidated. You will be forced to pay for 100% of the repairs out of pocket.
Insurance Doesn't Cover Illegal Driving
If you are involved in an accident and the police discover you are driving without the required Official JAF Translation (for licenses from France, Germany, Switzerland, Taiwan, Belgium, Monaco, or Estonia), your insurance is voided, and you face arrest.
