Short answer: if your licence was issued in mainland China, you cannot drive in Japan as a visitor, and neither an International Driving Permit nor a translation changes that. Drivers from Hong Kong and Macau can drive with a 1949 Geneva Convention IDP, and drivers from Taiwan can drive with an official Japanese translation. The details for each are below (rules as of 2026).
Can you drive from China to Japan?
There is no road link between China and Japan, so every trip starts with a flight or a ferry. What decides whether you can get behind the wheel after you arrive is not how you travel but where your driving licence was issued.
Why a mainland Chinese licence is not valid in Japan
Japan's National Police Agency allows visitors to drive with only three kinds of licence:
- a Japanese driving licence;
- an International Driving Permit issued under the 1949 Geneva Convention;
- a licence from Switzerland, Germany, France, Belgium, Monaco or Taiwan together with an official Japanese translation.
Mainland China is not a party to the 1949 Geneva Convention and is not on the translation list, so a Chinese licence fits none of the three. Driving on it counts as driving without a licence in Japan, which is a criminal offence, and rental car insurance will not cover you.

If you live in Japan: converting a Chinese licence
Residents can swap a Chinese licence for a Japanese one through foreign licence conversion (gaimen kirikae). The main conditions are:
- you are registered as a resident in Japan and can submit a certificate of residence (juminhyo);
- after obtaining the licence, you stayed in China for a total of at least three months;
- you bring an official Japanese translation of the licence and pass the knowledge and driving checks.
The rules were tightened on 1 October 2025. Short-term visitors, including tourists using a hotel address, can no longer apply, and the knowledge check became 50 written questions with a 90% pass mark, with a stricter driving test. Getting around Japan without driving
If you are visiting from mainland China, Japan is one of the easiest countries in the world to explore without a car. The Shinkansen and limited express trains reach most cities, highway buses cover regional routes cheaply, and private driver or chartered tour services can take you to places that trains do not reach, such as mountain onsen towns and scenic coastal roads.
